The idiots who live in tents in the outskirts of Rivington are just as intolerable as the idiots who live in mansions in the Upper City. He's fond of their companions—although he's loath to admit it—but they're a special case, clearly. Everyone else is either too stupid to waste time on or smart enough to be awful.
